Dear On Target Scouts,

It is with extreme pleasure that I congratulate you on your part in OPERATION ON TARGET. As a Varsity Scout you will have many opportunities to participate in existing programs designed to summon you to put forth your best effort. The reward for this effort is the feeling you are now experiencing of seeing the challenge, putting forth the best effort, and reaching the top.

I encourage you to always give your best effort; not just in Varsity Scouting but in your daily life. Your parents, your religious leaders, your teachers, and your Varsity Scout leaders will assist you along the way.

Throughout your life you will meet many challenges. You will be better prepared to face them because of the Varsity Scouting program that you participate in, and living by the Scout Oath and Law will bring you the values so needed in our society.

Once again, congratulations on today's accomplishment. I challenge you to always do your best.
