Dear Boy Scouts of America,

Congratulations to all of you young men and leaders of the Boy Scouts of America as you actively participate in the National Varsity Scout Operation On Target.

As a youth, I was active in the Boy Scouts and was honored to achieve the rank of Eagle. In the decade of the 1920's, we had no On Target program, but we were given in Scouting a wide variety of ways to learn the fundamentals of good citizenship.

On target today is a great program to stimulate interest and expand your experiences as a Scout. The record clearly shows that the Boy Scout movement in its 75-plus years has motivated and trained millions of our youth to achieve personal success and happiness and to be good citizens. You have my very best wishes for a most exciting time as you climb to heights and relay your messages across our land. Each of you will be thrilled that you have been a part of a network of signals that illustrate our unity and abilities.
