To the Varsity Scouts of "On Target",

Congratulations on reaching the summit. I am pleased to greet you as you participate in "Operation On Target". This large project is an example of the Boy Scouts' cohesion and tremendous cooperation. You each should be very proud of your individual accomplishments and be thankful that you are part of a winning team.

I recently was part of a winning team also. As the commander of Operation Desert Storm, I had the privilege of serving with the finest and most highly trained servicemen and women in the world. Like the Boy Scouts, the military relies on discipline and team work. Operations Desert Storm and "On Target" are outstanding examples of these qualities.

The Boy Scouts have a tradition of producing the next generation of leaders for our communities and our nation. Be proud of your accomplishment and remember, you are our nation's future.
